PARENTS AND TEACHERS OF CENTENNIAL SCHOOL BY-LAWS
As Revised and Approved January 1997, June 1997, May 1998, March 2000, March 2001, February 2010, January 2018, April 2025
ARTICLE 1 – NAME
The name of this organization shall be the Parents and Teachers of Centennial School, and these by-laws shall be deemed to be the Articles of the Organization.
ARTICLE 2 – OBJECTIVES
The objectives of the PTC shall be to improve our children’s lives through parent and teacher cooperation; to bring the home-school relationship closer together; to conduct activities as needed to establish and support programs to enrich and benefit students; and to encourage the widest possible participation of parents and/or guardians in the educational experience.
ARTICLE 3 – BASIC POLICIES
Section 1
The objectives of the PTC shall be promoted through an educational program directed towards parents, teachers, and the general public through various presentations, committees and projects, and shall be governed and qualified by the basic policies set forth in this Article.
Section 2
The PTC shall be non-commercial, non-sectarian, non-partisan and non-political with the exception of U-46 business in accordance with 501c3 regulations.
Section 3
This organization may actively support or endorse legislation, organizations or agencies beneficial to education and child welfare.
Section 4
This organization shall refrain from being involved in the administration of the school. However, parents and teachers should be encouraged to share ideas concerning school policies.
Section 5
The Principal of Centennial School shall act in an advisory capacity to the Board.
ARTICLE 4 – MEMBERSHIP AND DUES
Section 1
Parents and / or legal guardians, teachers and Centennial staff members shall henceforth be referred to as members of the PTC.
Section 2
Members should be willing to participate in the organization’s activities as needed.
ARTICLE 5 – OFFICERS AND THEIR CONFIRMATION
Section 1
The Executive Board of this organization shall consist of President, Vice President, Secretary and Treasurer. Officers shall be elected annually. Officers shall serve a maximum of three (3) consecutive terms in the same position with the third year being a transition year (transition to the new officer). Officers shall have served on at least one PTC committee.
Section 2
Confirmation of officers shall be held at a general meeting held in the Spring.
Section 3
A vacancy occurring in any office shall be filled for the unexpired term by a person selected by a majority vote of the remaining members of the Board at a Board meeting. Any person vacating their position must notify the Board in writing and turn over all existing records.
ARTICLE 6 – DUTIES OF OFFICERS
Section 1
The President shall notify the Board and Committee Members of monthly meetings and prepare an agenda for such meetings; shall preside at all meetings of the organization and of the Board; oversees all committees, ex-officio, except the Nominating Committee, submits a proposed budget for the forthcoming year at the first meeting; maintains a communication with the school principal; and shall perform all other duties pertaining to the office.
Section 2
Vice President will act as PTC President should the situation arise. The Vice President shall oversee fundraising activities and recommend ideas for future fundraisers; recruits any additional volunteers to implement programs and will delegate various fundraising duties.
Section 3
The Secretary shall take minutes of monthly PTC meetings; take attendance at monthly PTC meeting; acts as timekeeper at monthly PTC meetings and keep a permanent record of all meetings. The Secretary shall promptly distribute minutes to the Executive Board and the Principle the week after the meeting; keep record of tenure of Board members and Committee Chairpersons.
Section 4
The Treasurer shall have custody of all the funds of the organization, shall keep a full and accurate account of receipts and expenditures, and shall make authorized disbursements in accordance with the approved budget; as authorized by the organization and Board. The Treasurer shall present a financial statement at every Board meeting and an annual report at the first Board meeting of the school year. Treasure to show bank reconciliations to Executive Board when requested. Treasurer to maintain 501c3 and Certificate of Insurance.
ARTICLE 7 – PTC BOARD
Section 1
The PTC Board shall consist of the Executive Board, the Standing Chairperson for each Committee and at least (2) teachers’ reps (one from primary, one from intermediate) and the principal of the school.
Section 2
The duties of the Board shall be to transact necessary business in the intervals between meetings, to approve the work plans of the Standing Committees, to present an open forum and program at regular meetings; and to appoint a committee to audit the Treasurer’s accounts.
Section 3
The meeting of the Board shall be held on a monthly basis, September through May. ARTICLE 8 – STANDING COMMITTEES
Section 1
The Standing Committees shall include, but not limited to, School & Community Engagement, Fundraising, Special Events, Citizens Advisory Council.
Section 2
The Chairperson shall present work plans and budget to the Board for approval. No work shall take place without board approval. Chairpersons are responsible for submitting a written final report on its yearly activities to the necessary.
Section 3
It is the responsibility of each Chairperson to approve any and all expenditures of committee members. The Chairperson of each committee is responsible for submitting all expenditures to the Board.
Section 4
It is the responsibility of each chairperson to maintain a detailed list of duties performed during the year.
Section 5
Reimbursements for committee dollars must be submitted within 45 days of the event
ARTICLE 9 – MEETINGS
Section 1
No less than one general membership meeting shall be held each year.
Section 2
Special meetings of the Board may be called by the President, a majority of the members or the school administration.
ARTICLE – 10 – FINANCIAL RESPONSIBILITIES
Section 1
The President, Treasurer and Secretary shall be the authorized signatories for the PTC account.
Section 2
Check disbursements shall require (2) signatures.
Section 3
In the event of dissolution of this organization, the assets of the organization shall be given to Centennial School for use within the school.
Section 4
In the event of the closing of Centennial School, the assets of the organization shall be evenly divided among all other U-46 schools located within Bartlett, for use within those schools.
ARTICLE 11 – AMENDMENT OF BY-LAWS
Section 1
These laws may be amended at any Board meeting of the organization by a two-thirds (2/3) vote of the Board Members. Written notice of the proposed amendment shall be given at the previous meeting or at least seven (7) days prior to the Board meeting.
Section 2
A committee may be appointed by the Board to submit a revised set of by-laws as a substitute for the existing by-laws.
ARTICLE 12 – VOTING
Section 1
Confirmation or voting of Officers and Chairpersons will take place at a general meeting held in the spring. If only one person is nominated, confirmation shall be by voice of those in attendance. If more than one person seeks a certain Office of Chair voting be by ballot completed by those in attendance. The results are to be tabulated and announced before the end of that meeting.
Section 2
Voting on all matters (except yearly election of Officers and chairs) will be done exclusively by the current PTC Board Members which consist of the Executive Board, Standing Committee Chairpersons, Parent Reps and designated Teacher Reps.
Section 3
Expenditure of PTC funds must be authorized by majority vote of the Board Members present at any PTC meeting.
Section 4
In the event of an emergency release of PTC funds, the President may contact the Executive Board only for authorization. Majority vote is needed. Only amounts under $200.00 may be released in an emergency.
CURRENT PTC Guidelines
Regarding Request Procedures
As of January 13, 2000, the following general guidelines were adopted by the PTC regarding purchase requests:
- Purchases are generally geared toward reaching as many students as possible.
- We will try to be equitable in covering all grade levels (but if we do purchase something, for example, K-3, that doesn’t mean we will have to purchase something for 4-6). We will go where the need is at the time.
- We do not pay teacher’s salaries or stipends for workshops or extra class time.
Anyone wishing to request a purchase can approach the PTC in two ways:
- Submit information in writing to the PTC no later than the Friday before the meeting (sending copies also to Teacher Representatives).
- Attend PTC meeting and present request. Notify PTC no later than the Friday before the meeting (also informing Teacher Representatives).
These are general guidelines and can change at any time as the need arises. Each requires will be considered carefully.

PTC Volunteers have an expectation to treat others with dignity and respect. As members of the PTC our behavior is reflective on the PTC and our school community.
Consistently display high personal standards and project a favorable image when representing the PTC.
Refrain from public criticism of fellow volunteers, students and staff.
Respect the dignity of others; verbal or physical behaviors that constitute harassment or abuse are unacceptable.
